Proposal to Introduce Direct Penalty Shootouts Under Discussion

The Union of European Football Associations (UEFA) is considering a change to the Champions League knockout stage regulations. Under the proposed rule, if a match ends in a draw after 90 minutes, extra time—traditionally played as two 15-minute halves—could be eliminated, with teams proceeding directly to a penalty shootout.

The proposal is currently under discussion, and no final decision has been made. If approved, the change could have a significant impact on team strategies, particularly in elimination matches.

Impact on Tournament Dynamics

Extra time has historically played a crucial role in decisive Champions League encounters. If removed, it would mark a major shift in the tournament’s format, potentially altering the pace and tactical approach of teams during high-stakes matches.

Recent Changes to Champions League Rules

This is not the first significant change to the competition in recent years. UEFA previously abolished the away goals rule, which had been in place since 1965. Under the current system, if teams score the same number of goals over two legs, the winner is determined without considering goals scored away from home.

Additionally, from the 2024/25 season, the Champions League will adopt a Swiss model instead of the traditional group stage format. The number of participating teams will increase from 32 to 36, and each team will play eight matches against different opponents instead of the previous six-group-stage fixtures.

Should the proposal to eliminate extra time be approved, it could significantly reshape knockout-stage strategies. Some of the most memorable moments in tournament history have occurred during extra time, with decisive goals influencing the outcome of major matches. Introducing penalty shootouts immediately after regular time would require tactical adjustments from both coaches and players.
